Cyclone brings destruction to Myanmar refugee camps in Bangladesh

Bangladesh has evacuated at least 350,000 people as a cyclone lashed coastal areas on Tuesday, officials said, causing havoc in refugee camps set up for Rohingya Muslims who have fled violence in neighbouring Myanmar.

COX’S BAZAR, Bangladesh: Bangladesh has evacuated at least 350,000 people as a cyclone lashed coastal areas on Tuesday, officials said, causing havoc in refugee camps set up for Rohingya Muslims who have fled violence in neighbouring Myanmar.

Cyclone Mora struck the islands of Saint Martin and Teknaf in the coastal district of Cox’s Bazar, where some 200,000 people were evacuated to shelters. In Chittagong district, about 150,000 people were evacuated.

The islands are a few miles from the Myanmar border, and camps set up in Cox’s Bazar had provided refuge for about 200,000 Rohingyas Muslims from Myanmar.

Shamsul Alam, a Rohingya community leader, told Reuters that damage in different camps was severe with almost all the 10,000 thatched huts in the Balukhali and Kutupalong camps destroyed.

“Most of the temporary houses in the camps have been flattened,” Alam said.

Omar Farukh, a community leader in Kutapalong camp, said conditions were dire: “Now we’re in the open air.”

But weather officials said the cyclone was not as bad as they had feared.

“The severity was less than the apprehension,” Shamsuddin Ahmed, a weather official based in Chittagong said.

Officials in Chittagong reported winds gusting up to 135 kph (85 mph), and said low-lying coastal areas were flooded by a storm surge with waves 2 metres (7 feet) high.

The cyclone was expected to weaken in Bangladesh by late morning as it moved inland towards India where authorities have warned of heavy rain in the northeastern states of Tripura, Mizoram, Manipur, Nagaland and Arunachal Pradesh.

The cyclone formed after monsoon rains triggered floods and landslides in Sri Lanka, off India’s southern tip, which have killed at least 180 people in recent days, authorities said.

In the eastern Indian state of Bihar, 24 people have been killed in recent days, either by lightning or in collapsed dwellings.

NEW DELHI (Thomson Reuters Foundation) – Thousands of survivors of devastating floods and landslides in Sri Lanka are at risk of potentially fatal diseases such as dengue fever, charities warned on Monday as the death toll from the disaster continued to rise.

Torrential rains over the last four days have sparked widespread flooding and triggered landslides in southwestern parts of the Indian Ocean island. At least 177 people have died and almost half a million others have had their lives disrupted.

As search and rescue teams look for more than 100 people who remain missing, and Sri Lanka’s military in boats and helicopters struggle to reach marooned villagers with food and clean water, charities are warning of a looming health threat.

“The threat of water-borne diseases is a big concern with over 100,000 people displaced from their homes, many of whom are staying in damp, crowded conditions,” Chris McIvor, head of Save the Children Sri Lanka, told the Thomson Reuters Foundation.

“I’m particularly worried we could start seeing even more dengue cases because of the floods, as stagnant water provides the perfect breeding ground for mosquitoes. It’s the last thing needed by communities that have already lost so much.”

Outbreaks of diseases such as dengue fever and cholera, and illnesses like diarrhea and dysentery, are often a threat in the aftermath of floods due to water-logging, say experts.

Dengue is common in South Asia, especially during the monsoon season which runs from June to September, and if untreated, it can kill.

Sri Lanka’s ministry of disaster management says almost 558,000 people from 15 of the country’s 25 districts have been hit by the disaster. Villages and towns have been inundated, thousands of homes damaged and agriculture land swamped.

Around 75,000 people in the worst-affected districts have been relocated to temporary shelters.

The Sri Lanka authorities have called for international assistance to help with search and rescue efforts, and have also appealed for aid ranging from boats, generators and mobile toilets to mosquito nets, clothes and clean drinking water.

But aid workers say reaching survivors remains a challenge. Entire communities remain marooned, living out in the open as their homes have been destroyed, with roads submerged under water or blocked by landslides.

“Getting in to these communities is of the highest priority right now so we can find out exactly what the needs are and respond,” said McIvor.

“At the same time more rains are predicted since we are only at the start of the south west monsoon season, so the situation could worsen even more over the coming days and weeks.”

Motorcycles rumble through Washington in honor of missing veterans

WASHINGTON: The rumble of motorcycle engines filled a rainy morning in Washington on Sunday as thousands of bikers paraded around the National Mall for the 30th annual Rolling Thunder rally to raise awareness of U.S. military personnel who went missing in action.

Participants, many of them U.S. war veterans astride the loud, muscular Harley-Davidson machines typical of such events, rode into Washington led by a police escort over the Memorial Bridge, where cheering spectators waved Americans flags in support.

“The greatest thing a person can ever do for a veteran is say: ‘Thank you,’ and this is just one giant thank you,” said Jason White, who fought in the 1990-1991 Gulf War.

The Rolling Thunder “Ride for Freedom” began in 1987 as a protest demanding a full accounting for American troops listed as missing in action, some who were believed at the time to still be held as prisoners following the Vietnam War.

The annual Memorial Day event has evolved to encompass efforts to honor and raise awareness about the fate of all U.S. service members who were lost or otherwise “abandoned” following any of America’s military conflicts.

According to U.S. Defense Department figures, nearly 83,000 American military personnel remain unaccounted for, the overwhelming majority, 73,000-plus, from World War Two. The tally also includes more than 7,700 from the Korean War and over 1,600 from the Vietnam War.

SAN FRANCISCO: California regulators said Volkswagen AG’s spending plan on clean vehicle infrastructure had shortcomings and that it lacked details on how it would help disadvantaged communities as well as promote hydrogen fuel cell technology.

The remarks in a Wednesday letter from the California Air Resources Board to VW’s Electrify America come after criticism that the German automaker’s plan, part of a deal to atone for diesel emissions cheating, could give it a competitive advantage on other vehicle and charging station makers and ignore poorer communities where the state wants to promote clean cars.

The German automaker agreed to spend US$800 million in California, part of a total of US$2 billion nationally, after it was caught secretly installing software in diesel vehicles that allowed them to emit excess pollution.

The Air Resources Board told VW’s Electrify America that its plan for the first US$200 million, 30-month tranche of the California spending plan had shortcomings.

It asked VW to explain how it would meet a requirement to spend funds in disadvantaged communities, including installing electric vehicle charging stations.

“CARB recommends that Electrify America make every attempt to attain investment of 35 percent of the first 30-month investment cycle in these communities,” said the letter, which was seen by Reuters.

It also asked VW to describe potential plans for hydrogen vehicles over the 10-year investment period, since California’s zero-emission vehicle plan includes battery-electric and fuel-cell vehicles.

Electrify America in a statement said it was committed to investing US$2 billion in line with court-approved agreements with the U.S. Environmental Protection Agency and California. It said it was reviewing the state board’s letter.

Charging station maker ChargePoint Inc praised regulators for asking VW to focus on disadvantaged communities and ensuring that VW’s efforts were complementary to other investments.

Some automakers and charging station companies object to the proposed locations of some charging stations in areas that already have many electric vehicles, concerned about competitive advantages VW could get from the program.

In its initial California spending plan, Volkswagen proposed spending US$120 million on more than 400 highways and community EV charging stations by 2019, often in high-traffic areas.

Environmental justice advocates also have pressed for California regulators to pay more attention to cleaning pollution in less affluent communities.

Under the agreement with California and the Justice Department, funds spent on education and outreach must be brand-neutral and cannot feature Volkswagen vehicles. Charging stations must be accessible to all vehicles.

Wilbur Ross seeks bigger budget for trade enforcement

WASHINGTON: U.S. Commerce Secretary Wilbur Ross said on Thursday that a US$5.5 million increase requested for the agency’s enforcement budget this year will have a “real impact” in cracking down on unfair trade practices and export security violations.

Ross told a House Appropriations subcommittee that an additional US$4.5 million requested by the Trump Administration for the International Trade Administration’s enforcement and compliance section will fund 29 new positions whose primary focus will be the self-initiation of antidumping and antisubsidy investigations.

Ross has pledged to have the Commerce Department take the lead in launching trade cases on behalf of industries that lack the resources or the organization to pursue them.

“We will ensure that no country or foreign corporation can take unfair advantage of U.S. markets,” Ross said.

The enforcement increases are contained in the Trump administration’s fiscal 2018 budget requests, which propose deep cuts to food assistance, health care and other social programs along with increases in military spending.

Commerce also would get a US$1 million increase in funding for the Bureau of Industry and Security (BIS), the division that enforces export controls on sensitive technologies. Ross said this would fund 19 new special agents at the division that took the lead in an investigation that led to a criminal fine of US$1.19 billion against China’s ZTE for violating trade sanctions on Iran and North Korea.

“BIS took the lead in cracking this case open. So I am confident that these 19 additional agents, and the bandwidth they represent, will have real impact,” Ross said.
